Customizing order of columns only works on Design Page, not Inventory list page

When you go to "View" - "Customize Columns", you can only change the columns that you see on the Design page.  Your Inventory view page stays the same.  I can drag the column left or right to move the column manually, but after I close and reopen Inventory, it goes back to the original layout!

When I go to customize columns, I can move the columns (up or down on the list) and that persists in the view page.
