Adding Hop Flavor

I want to tweak an IPA ale recipe by adding additional hops to the purchased recipe ( Devil's Nightmare, a Belgian Strong Ale) . When is the best time to add more hops during the boil ? Or, is dry hopping it better ?
 
NO grains
Extracts - Super Light 1.66qt
Extra light DME 3 lbs
Cane sugar 2.33 lbs

Bittering hops
Saaz    1.5oz
Tettnang  .5oz

Finishing Hop
Saaz  .5 oz
Whirloc 1 tab

Two vials of Belgian Golden X2 yeast ( phenolic & spicy ..... to withstand higher alc. )
 
If its flavor you're after, then a good 15 or 20 minute addition will help.
 
Remember, that Belgium beers are not heavily hopped.  Another good way to add hop flavor is to do a hop stand.  Add your flavor hops after flame-out when the wort temp hits 170* F add the hops let stand for 30 mins.  By adding at 170* F you will add very little bitterness.
