BJCP changes are coming

Looks cool.  I loved his opening joke:
Quick Look at New Style Guidelines

•Category 2: Not Black IPA
•That should just about do it, right?
 
so who is considered the "official" resource, BJCP or the brewer's association?  The latter updated in 2013.

Neither is the official "decider" of what constitutes a style.  Both try to capture the reality of the current market when they're updated.  Any competition could choose either as their guides for the judges. 

Some will say that the BA for the GABF splits up the styles more to create more winners and thus more marketing hype and taproom medals to spread around.
