This is the grain bill that I have for an IPA that I plan on brewing soon.

9 lbs. Pale Malt (2 row)
    1 lb. Crystal 40L
    1 lb. Victory Malt
    1 lb. Torrified Wheat

Question: Is it to much and can/should things be reduced or eliminated?

the only thing that may need to change is the . Torrified Wheat to about .5 # but of course its all about what your going for.
if you mash low I would keep it. mashing high it may add a little too much and .5 may be better. Also I'm going on a 5 gallon batch here. all an all it looks like some of my beers grain bills and mine are always running out.

Needs hops. (kidding)

All fun aside; if I made one change it would be to reduce the crystal to not more than 5-7% of grist. Otherwise, along with AG's advice, I think it looks fine.
