hops not scaling correctly?

i am having a problem with hoppy beers and am wondering if the problem is in my equipment setup. as a simple experiment i created two matching profiles, one having a 5 gal batch size and one having a 3 gal batch size (60% less). i then created a beer using 1000 grams of pale malt and 10 grams of hops (5 gal). when i scale it down to 3 gallons, the pale malt scales correctly down to 600 grams (60%), but i get 6.9 grams for the hops (~70%). is this the way it's supposed to work?
 
Actually, with the smaller boil volume, you probably do need the extra hops to get to the same bitterness level.
