Adding Water

I'm new to BIAB and all grain generally, so please excuse my ignorance.
I have a 30 litre pot but can only get about 25 l in it because the pot is full once I add the grains.
Once I have mashed and boiled I'm down on volume for the fermentor, around total of 18 litres.
So I just top back up with cold water. Is this OK?
I'm struggling a bit to create a suitable profile in beer smith, it doesn't seem straight forward for BIAB although I'm sure it's me missing the poin! Is BIAB classed as a single step mash?
