Scaling down to 2 gal from 5 gal & boil volume?

Hello - I'm new to home brewing and have what is probably a simple question.  Looking for some advice on what will be my third batch.

I've scaled down Brian Smith's Tori's Honey Wheat recipe in BeerSmith2 from 5 gal to 2 gal...easy enough.  Here is the original 5 gal recipe:

Where I'm confused is whether I should do the 2 gal version as a full wort boil and, if so, what volume of water to start with to get all the way through steeping, boiling, chilling and into the fermenter at 2 gal.
