I  see some of  beer recipe's that tell me to ferment at a certain temp an after about 3 to 5 days it tell me to ramp up the temp. but here where I am a little  confused  when they say to ferment for 3 to 5 day's do they mean from the time  that you pitch the yeast into your wort does that start the count or do you want to  wait for there to be active fermentation an then count that has day 1

I agree with Oginme, however  if your brew took a few days to start actively fermenting, you will want to wait until active fermentation has visibly stopped until you ramp up the temperature. Ramp up is for diacetyl cleanup and is generally meant to be done after active fermentation is complete.
