IBU ratings for pine needles and oak leaves

I don't know if anyone has this information but I would like to find out how to determine the IBU rating for certain vegitation.  I would like to experiment with pine needles and oak leaves instead of hops since these are abundant in my area.  Any ideas?

Hi,
  I have seen brewers use spruce essence in home brewing, but this was as an additive for flavor and not as an entire hop substitute.  Similarly oak wood chips or cubes are sometimes added to give an "oak aged" flavor.

  I don't recall anyone using pine needles or oak leaves alone as a hop substitute.  I'm not sure either one would provide the appropriate bitterness to balance our a beer.

  Perhaps someone else here has experience with these?

I have made stuff in the pen out of way more weird stuff. When you try this let me know how it turns out.
