Hi brewing craft beer with kits but all the beer doesn't matter wich make tastes like bitter not quite vinegary but not good,  sanitized all equipment can it b the water
 
Yes, it could very well be the water. At very least, you need to remove the Chlorine/Chloramine before using it to brew with.
If you're brewing with extract kits, you should be using distilled or RO water. Most super markets have RO dispensing machines and charge about 40 cents/gallon. Bring your own containers.
 
If you are brewing with liquid malt extract kits they have a reputation for a flavor characteristic known as "extract twang". One thing you can do to minimize the twang is not boil for 60 minutes. There have been multiple experiments, articles and conversations about short boils. Here is one video where they do an all liquid extract brew using a 15 minute boil.

quick question, have you checked your water's chemistry? there is a section here that gives quite an extensive list of waters. You can also go to your local water department and have them give you a chemical comp for it.
Being from Chicago I am a bit spoiled, just have to leave the water out for 24 hours to let the chlorine evaporate.
