There is no option for adding flavoring hops. Does one just add as boiling?

Yes,
Hops that add flavor (bitterness) are always boiled.

Flavoring hops are usually added at last 15-30 min of the boil. You just add the hops and change the time. Aroma hops are the same except it is within the last few min (0-10) of the boil.

So, they all count toward bitterness and should be placed in as "Boil" hop use and the time adjusted? That is, unless I put them in after I turn the heat off and they do not boil. Is that correct?

That's correct. Adding them at different times will also reduce the amount of bitterness they impart to the beer. Not all hops are suited for flavoring/aroma additions, so choose the hops according to the intended use.
