is it a bug or just misunderstanding

there is a big gap between the figure of IBU I get on the recipe view and the the result I'm gettin on the "hop bitterness" calculating under the "tools" menu. the figure on the recipe view is considerable lower the the figure on the "hop bitterness" calculation ("tools"). Any explanation? :-[

The Hop Bitterness tool does not take into account the Gravity and Volume of the wort, and the recipe does.

  Actually the hop bitterness tool does take into account the gravity of the boil.  However, overall the recipe system is more accurate as it takes into account type of hops, boil time for late addition boils or other cases where the gravity changes, and a number of equipment settings that are not fully represented in the basic calculator.
