Why is Partial Mash considered Extract when entering "Type"?

I typically do partial mash recipes, but when I choose this as the "Type" when entering recipe info., I end up with "ERROR-All Grain/Partial Mash recipe contains no mash steps".

Am I missing something (probably) here?  Isn't there a difference between Extract (no steeping) and Partial Mash (extract w/ steeping), or is it all just semantics?
