Notes: A seedless version of Fuggles grown in Slovenia
Used for: Bittering, finishing for a wide variety of European Beers. Popular in Europe and the United Kingdom
Aroma: Mild, soft, grassy, floral aroma. Similar to Fuggles.
Substitutes: Fuggles, Williamette

As far as I know Fuggles don't taste of lemon???
 
I assume you are referring to Styrian Goldings, which would match the profile you gave. Styrian Goldings are a Fuggles type. The name comes from the hops being marketed one time as a E.K. Goldings sub. All variety manuals I have seen, and I just checked this morning, list Fuggles and Willies as a sub. Some hop guides list Styrian Goldings as a Noble Hop, but I have found so many different deffinitions of 'Noble Hops' that I stay away from commenting on that topic.
The other major Styrian region hop, Styrian Aurora (aka Super Styrian) is a Northern Brewer type that was bred in the 70's in Yugoslavia.

Just for a little info this morning, Styria is an Austrian State, although the Styrian Hop Region also takes in parts of Slovenia and Yugoslavia.
