Yeast Energizer/Nutrient

My LHBS carries a product my LD Carlson called Yeast Energizer - Nutrient booster for yeast. Contains diammonium phosphate, yeast hulls, magnesium sulphate and vitamin B.  How much of this should I use, and when?  I'm guessing a tsp in the boil for 10-15 minutes?  Thanks, I've never used this but I have experienced an incomplete fermentation or two.  I pitched 1L starters (using a stir plate for 48 hrs) into 1.066 SG wort and did a pretty good job of keeping them between 67-68F, but they only got down to 1.021 and 1.019 when I was looking for 1.014 or below.  Will this stuff even help?

From what I've read yeast nutrients are useful when the stuff you're fermenting doesn't naturally contain the ingredients necessary for healthy yeast growth. Fruit wine and mead for example. I just used some in a batch of blackberry wine. But it's not needed for beer or grape wine.
