Changing option from extract to all grain changes IBU's

I am entering the all grain option of the Surly Brewing Furious clone (http://www.byo.com/component/resource/article/2062-surly-brewing-co-furious-clone-replicator) into beersmith. Even though I am notusing extract, if I have the extract batch type set, my IBU's are correct per the recipe, but if I change the option to all grain, the IBU's go down to 58 or so when they should be 90.

Why is this? Is this a bug?

 
No,
  IBUs will change pretty dramatically depending on what your boil gravity is.  When you change the recipe type without changing anything else it will make a huge change to original gravity estimate - especially since you have no extract in the brew.  Mashed grain extraction is much higher than steeping.
