flavor hops

Hello all, I did a search for "flavor hop" on the forum and didnt find anything so I am posting this question. What setting do you use for flavor hops? I usually use a 10-15 min boil for flavor hops, but it adjusts the bitterness if you do that. I was always under the inpression that to increase bitterness you had to boil for at least 50-60 min to extract the alpha acids. Am I missing/overlooking something here?

I just brewed an APA and I didn't add a hop until just 15 minutes were left in the boil.  49 IBUs.  It takes more hops to achieve the same bitterness.
