Is my starter okay

So I had to do a 3L starter and didn't have a large enough container, so I used a 5 gal carboy. It's been 48 hours and I don't know if the yeast is active. Please let me know if these pictures tell you anything.

69 degrees, whitelabs 530, 1.2 lbs of lme

For 5 gallons, that looks like a reasonable yeast cake. How fresh was the yeast?
 
give it a swirl, you should notice foaming and cloudyness which then settles out. Looks ok to me. I usually use 2 cups water to 1/2 cup dme ratio.
swirl often to mix oxygen in.
