How critical is it to meet the mash in volume and does going way over affect efficiency?
 
Not very, and not much.

Well... Define "way over"?

In most normal cases, the effects are minimal to none. As long as you don't radicallyexceed 2.5 lgallons per lbs of grain, it won't affect you efficiency directly.
