I was given a recipe from a local brewer who gave me the following;

Bittering CTZ 70% Chinook 30% at 80 min 50 IBUs total

Character Chinook 70% CTZ 30% at 20 min 35 IBUs total

Target Gravity 1.079

Local brew shop inventory show Alpha Acid 14.2 for both hops

If Im going to brew a 5 gallon batch, how do I determine how many ounces of each Hop to add for each?

Assume a single hop for each addition (AA are the same)
Add hop to hit target IBU then measure a percentage of each hop. 
Revise the recipe to add the amt of each hop you calculated above.

 
To expand on what Fred is saying, it looks like about 1 oz total weight for each addition should be needed for 5 gallons.
