I am brewing a Strong Scotch Ale from BS recipes but I could not figure out what does it mean the footnote

"Pulled three quarters off the first runningd to caramize at 60 min into mash time - left the rest to sit for the remaining time. Reduced until like thin molasses"

Anyone can help?

Loosely - draw-off some of the first runnings and caramelize in the kettle or another pot/kettle then return to the boiling wort in the main kettle.

I do something similar when mashing in a bag. After draining the mash tun, I compress the bag to collect as much as possible then boil it down in the kitchen finally returning it to the boiling wort after highly-condensed. At this point, it is almost a syrup, so viscous that it is off the refractometer charts.
