Cold steeping Midnight wheat for Black IPA

I picked up some cascade from my LHBS for pretty cheap and want some input on this BIPA.

Malt:
Pale 2 row (90%)
CaraMunich (6%)
Cane Sugar (3%) Added with 5 min to go

Cold steep overnight:
1Lb Midnight Wheat.

1oz Columbus (15.2%AA) FWH (90min boil)
1.5oz Cascade @ 30 min
1oz @ 10 min
1.5oz Flameout steep

2oz dry hop Cascade

1.080 +/- OG
about 75 ibu
should finish less than 1.015 which should get me about 8.8% to 9.4% abv depending on what method you use to calculate ABV.

Gonna use some washed US05 or Pacman yeast

So with my system i do 90 Min boils, and start with roughly 7.125 gallons.
So for this brew I will mash at 148* for an hour with about 5.25 gallons of water, which means I will need about 4.25 gallons of water to sparge with. My idea is to steep the pound of midnight wheat with about 4 and 1/3 gallons water, which should get me close to 4.25 gallons after grain absorption, overnight. Is there anything I should do like maybe boil the water first? Or should I do a protein rest for half hour with the 1 lb midnight wheat @1.33qt/lb then top off to about 4.33 gallons and steep?
