i would like to know if is it possible to make a kellerbier with WLP830 OR OCTOBERFEST YEAST?
 
Of Course!

Besides being a lager yeast, there isn't any specific Kellerbier yeast.

It's just a younger, unfiltered and often low carbonated version of any lager. To me it's always been more of a serving style than a beer style, much the same way you can cask condition any ale. The current BJCP guidelines reflect that in the Kellerbier preface.

The irony of calling Kellerbier a beer style is that the signs of immaturity in making a lager are the hallmarks needed to score well, while the signs of a mature lager would be faults.
 
but in every recipe the yeast recomadation is: Wyeast 2206 (Bavarian Lager), Wyeast 2308 (Munich Lager), White Labs WLP838 (Southern German Lager), or White Labs WLP920 (Old Bavarian Lager) yeast
 
The Oktoberfest yeast leaves a slightly maltier profile to the beer. That shouldn't stop you from using it, if it's available to you. You can compensate with a slightly lower mash temperature of 151F.
