Carb pressure question

On the brew sheet it gives recommended pressure to carb at for a given CO2 volume . It also has temp. Is that temp what you ferment the beer at or what the keg will be served at ? I place my kegs in the kegerator and drop them to serving temps while they are being carbed. 20 degrees difference in the temp make a huge difference in the pressure.

  For kegging, it is the temperature you will serve the keg at.

  For bottlers, the temperature is the temperature you have the beer at when bottling.
