Yeast Starter Number Seem Off

Using Wyeast 1318 (London III) in a batch, and it says that my yeast cells with a 1.6 Liter starter at 30 billion cells. This is obviously a mistake, right? I assume Wyeast packaged 100 Billion cells per package, and certainly a large starter would increase that (the number remains fixed at 30 Billion cells, regardless if a yeast starter is on there or not). Can anybody shed some light on this?
 
Dates drive some of the calculations in the yeast tab. Make sure that the recipe brewing date is in the future and make sure the yeast package date is correct.

BeerSmith calculates 1m cells/ml/Po which is the current accepted standard. The various methods of propagating will determine volume and cell count.
