the is the secondary fermentation.....is it an infected beer or more yeast activity?

 
Assuming you allowed the fermentation to finish before you racked to the secondary, it looks to me like a pellicle. I've had it twice on two different batches of an Irish Red.  Frustrating.  But it resulted from improper sanitation procedures.  As far as I know it's a wild yeast. Google Pellicle for further information.
