Lisence renewal question

I purchased a Gold license and it has two activations shown for two of my systems.  The license is about to expire.

I also purchased a Basic license several months later and it has no activations shown.

I deactivated a license on one system but cannot determine how to switch that system to the Basic system license.  Must be somethng I am missing here.
