Do campden tablets

change the water chemistry in a way that should be accounted for by someone adjusted the water on their own?

Not to my knowledge, and I never have factored that in.  I read somewhere that when it does what it does to the chlorine molecule/atom etc., that it gets modified to something the yeast process away.
