lager bottle priming question - aim for current temp or serving temp?

Need to bottle my first-ever lager.  It's at 59F now.  I want ~2.4 vols CO2.  Have 4 gallons.

Carbo tool says to use 3.0 oz corn sugar at 60F.  It will prime at 60F in the same beer shed.

Carbo tool says to use 2.3 oz at 45F which might be closer to serving temps later.

If I prime at 60F and use 3 oz, will it increase when chilled and become foamy and over-carb'd?
