speed up the page scrolls?

In Recipe View, I have to click the scroll bar four times to reach the bottom, when it appears I am already 2/3 of the way down the page.  I think the "movement" per click could be adjusted so that one click reaches the bottom. 

And my Page Down button does not work.  Can that be enabled?
