Question about brewing step times

On the brew sheet when doing a temperature raise, it says to raise the temperature over over a certain time period.  For example, from 122 degrees to 156 degrees over 15 min.  At 156 minutes, it says the rest should take 30 minutes.  My question is, is the 15 minutes getting to 156 degrees part of the 30 min. step or does the 30 min. rest only start once it reaches 156 degrees?
 
Rise time is how long it takes to get to first mash temperature.  Start the 30 minute timer once you hit that temp.
