How do you sanitize pellet hops for dry hopping?

I don't, no need IMO.  If you use a bag then you might want to sanitze that.  I just stick the pellets right into secondary.

The hops have astringent/antibacterial properties. Dont worry about it. Its one of the many reasons hops are used to make beer.  I would sanitize any equipment used and my hands before dry hopping though (this means the hop bag etc etc like merfizle said).
