Yeast Starter Size

I am using California Ale  White Labs WLP001 in this recipe. It seems Yeast Cells with Starter number doesn't change even if I increase the starter size OR it will stop changing regardless of how large of a starter size I enter.

  If you have a very high pitch rate to start with like millions of cells per milliliter (particularly when using a stir plate) you can get into a situation where the starter is essentially saturated with yeast already and increasing the starter size does not increase the growth rate until it gets much larger.
