Yeast Start beginning water volume?

I'm doing the yeast starter for the first time in BeerSmith.  The recommended starter size is 500ml starter when using a stir plate.  Is this how much water I add at the very beginning when I boil and add the DME or is it the amount of ml that I want to have at the end before I pitch.
 
I use this as the post boil volume but it does not really matter.  Just get close.

I always do 1 or 2 liters or somewhere close to the line on the Erlenmeyer.
