FWH and boil time

What do I put in for boil time when I'm doing FWH? As an example of my issue, when I put in FWH for 60 minutes, I get 17.1 IBU.  Now, when I put in Boil for 60 minutes, I get 15.5 IBU. The problem is, definitely FWH should yield less IBU's than boiling. What do I do? Thanks!

Ken,
 First wort hops are added to the boiler while you are sparging and usually remain there while you boil.    They usually do add more bitterness than just boil hops (about 10%) due to the steeping during the sparge.

 I would normally set the hop time equal to the boil time.
